Estimates of zakat's theoretical potential in several Muslim-majority states run far ahead of what formal national institutions actually collect — in Indonesia, roughly four percent of estimated potential in 2020. Independent survey data on informal, personal charitable giving nonetheless ranks several of the same societies among the world's most generous, complicating any simple reading of the collection gap as neglected religious obligation.
