Al-Kahf 18:54
"We have certainly diversified in this Qur'an, for the people, every [kind of] example" (wa laqad sarrafna...). Describes rhetorical and didactic variety rather than legal completeness; classical exegetes have never read it as a legal-sufficiency claim, and it is a comparatively weak inclusion even in popular Quranist verse-lists.
